With the provincial law on the European Union, adopted on 16 February 2015, the Autonomous Province of Trento gave to its EU Liaison office in Brussels the strategic task to foster the widest participation of local stakeholder in the decision-making, programmes and other initiatives of the European Union. To this end has been created a virtual platform, called EU-TIPS (Trentino Interactive Platform for Stakeholders).

EU- TIPS is a collaboration platform between the Public Administration and local stakholders and it is aimed to support all actors from Trentino to better understand EU policies and decision-making, to accede to EU funding programmes and financial instruments, to join strategic EU initiatives and to develop partnerships and other form of cooperation with stakeholders from other European countries.

To join the EU-TIPS platform each stakeholder has to subscribe framework agreements and to develop a yearly work plan in cooperation with the EU Liaison Office of the Autonomous Province of Trento. Activities within the EU-TIPS platform are organised around four main pillars:

This first pillar includes all kind of activities aimed to create contacts with representatives of the European institutions, to build partnerships and collaborations opportunities with other stakeholders at European level and to take part in and contribute to European networks working groups, conferences and workshops.

According to the needs and interests of each stakeholder the EU Liaison Office identify counterparts within the European institutions or other organisations and starts with them a dialogue on the relevant topics in the forms and with the modalities most suitable to the purpose (in-depth analysis of European policies or initiatives, participation in the decision-making, participation to networks and working groups, etc.). 

Moreover, by virtue of its strategic location in Brussels and of its consolidated relations with the liaison offices of several regional administrations and international organisations, the EU Liaison Office of the Autonomous Province of Trento supports local stakeholders to exchange best practices and develop partnership with public administrations and other stakeholders from all European countries. To this purpose the numerous formal and informal European networks in Brussels are a significative tool. The Autonomous Province of Trento take actively part in and involve its stakeholders in the activities of several networks and organisations, such as ERRIN (European Regions Research and Innovation Network)EARLALL (European Association of Regional and Local Authorities for Lifeling Learning), GIURI (informal group of the Italian EU liaison offices in Brussels), URC (network of the Italian regional offices in Brussels), Vanguard Initiative.

In the end, the EU Liaison Office of the Autonomous Province of Trento take part in workshops, conferences and infodays organised by the European institutions and other stakeholders to promote and disseminate and European level local best practices, involving local stakeholders or reporting to them.

The second pillar gathers all activities aimed to enhance the access of local stakeholders to EU funding programmes and tenders, as well as the participation to pilot projects and other initiatives of the Commission.

The European Union owns and manages several funding programmes, through which it distributes grants and loans in almost all its areas of activity. It is not always easy for local stakeholders to orient themselves in this complex system of funding programmes and financial instruments. Moreover, to develop successful proposals within these programmes it is important to have a thorough understanding of sectoral EU policies and selection criteria. Therefore, the EU Liaison Office of the Autonomous Province of Trento support local stakeholders to individuate existing opportunities through regular scouting activities, to raise their awareness on their formal requirements and underlying dynamics, to anticpate future opportunities, to better understand sectoral EU policies and to develop project proposals. 

Furthermore, the EU Liaison Office foster the participation of local stakeholders managed or sponsored by the Commission, such as the European Innovation Partnerships (EIP's), pilot projects and expert groups.

The third pillar includes all kind of training activities on European policies and fundingmissions and study visits in Brussels to enhance their knowledge on specific European initiatives and dossiers.

The study visits are organised for group of people from local institutions (such as scools, NGO's, entrepreneurs organisations, etc.) and their purpose is mainly to enhance the general knowledge on the functioning and the policies of the European Union.

On the contrary, the missions are usually organised for small group of people with similar backgrounds and common interests on specific topics. Missions are organised on specific requests and imply a proactive attitude of the stakeholder. The aim is to allow a direct dialogue with officials of the European institutions and their agencies, in order to be accredited with the relevant counterparts, promote local best practices and collect useful information.

Finally, training activities may be organised autonomously or within the context of missions or study visits and are aimed to transfer qualified knowledge and skills.

The EU Liaison Office of the Autonomous Province of Trento offers its facilities and provide assistance to all local stakeholder in order to organise meetingsworkshops and conferences in Brussels.

By virtue of its privileged position in the heart of the European district, the EU Liaison Office is an excellent location to organise project meeting, conferences and workshops. The rooms and the technical equipment are provided upon availability on specific request.

Moreover, The EU Liaison Office provide support to take part in third parties events.

Following the conclusion of the framework agreements the EU Liaison Office of the Autonomous Province of Trento, in cooperation with each stakeholder, develop yearly work programmes, which detail the specific activities to be carried out throughout, paying attention to develop synergies and avoid duplications.

Up until today framework agreements have been concluded with the following stakeholders:

  2. Bruno Kessler Foundation (FBK)
  3. Edmund Mach Foundation (FEM)
  4. Hub Innovazione Trentino (HIT)
  5. Trentino Sviluppo
  6. Camera di Commercio, Industria, Artigianato e Agricoltura (CCIAA)
  7. Federazione Trentina della Cooperazione
  8. Associazione artigiani e piccole imprese

Moreover, it is currently under preparation a framework agreement with the Local Autonomies Council, in order to extend the services to all municipalities. To conclude, joint activities are carried out also with the Council of the Autonomous Province of Trento.
